		<description><![CDATA[While HUD has not &#039;officially&#039; implemented the new policies regarding portfolios, they are enforcing those standards.  To quote a high level official at the Department, HUD is &#039;erring on the side of caution&#039; in evaluating the need for portfolio reviews.  Borrowers and lenders should do the same by checking with with HUD prior to assuming that the old standards will be applied for portfolios.   
 
While a portfolio review lengthens front end timing and increases costs slightly, it provides significant benefits in improving underwriting consistency and predictability.  Given today&#039;s rates, the significant benefits gained through the long term financing afforded by HUD are being seriously considered by many owners. ]]></description>
